Born in La Goulette (Tunisia) in 1942.

He graduated com laude in Law and Economics from the University of Strasbourg with a thesis on inflation, equilibrium and unemployment.

He began his academic career as contract professor at the University of Strasbourg.
Emeritus Professor of Economics at the Insitut d’Etudes Politiques de Paris (Sciences-PO), Paris and Professor of the LUISS Guido Carli University in Rome. He is also Research Director of OFCE (Observatoire Français des Conjonctures Economiques), an institute dedicated to economic research and forecasts, and he is member of the Centre for Capitalism and Society at the Columbia University.

Since 1995 he is member of the French Commission Economique de la Nation. From 1997 up to 2012 he has been member of the Conseil d’Analyse Economique of the French Prime Minister. From 1990 up to 2010 he has been Chairman of OFCE.
From 2004 he is member of the Board of Directors of Telecom Italia S.p.A. and from 2010 member of the Supervisory Board of Intesa SanPaolo S.p.A..

He has published many contributions on scientific international papers relevant to inflation theory, unemployment, "open-economy", macroeconomics, politics, and European integration; he regularly writes on French and foreign papers, among other La Repubblica, Le Monde and Project Syndicate.

Since 2000 up to 2009 he worked as Expert of the European Parliament, Commission of Monetary and Economic Affairs. He was also member of the UN Commission on the Reform of the International Monetary and Financial System.

He was awarded the Prize of the Association Française de Science Economiques and Rossi Prize of teh Académie des Science Morales et Politiques. He has received distinctions, including Honorary Dean of the Faculty of Economics of Strasbourg, Doctor Honoris Causa of the universities of Buenos Aires and Tres de Febrero, Ordinary Professor of the University of Trento.
He is Officier de l’Ordre National du Mérite and Officer de la Legion d’Honneur in his own nation, and Grand Officier de l’ordre de l’Infant Henri in Portugal.

He holds the requirements provided by the Corporate Governance Code (Borsa Italiana) to be qualified as independent director.
